How to Choose an HR Consulting Firm in Malaysia: A Practical Checklist如何在马来西亚挑选人力资源顾问公司:一份实战检查表

Every proposal promises senior expertise, tailored solutions, and compliance peace of mind. On paper they are indistinguishable. The difference shows up in eight questions most buyers never ask.每一份建议书都承诺资深专业、量身定制、合规无忧。写在纸上,它们几乎无从分辨。真正的差别,藏在大多数买家从未问出口的八个问题里。

A managing director called us last year after his company had spent eleven months and a five-figure sum on an HR consulting engagement. He had a handbook, an org chart, a competency framework, and a folder of policy templates. What he did not have was an answer to the question that started the whole thing: why do good people keep leaving the operations team, and what should he do about it on Monday.去年,一位董事经理来找我们。此前,他的公司在一项人力资源顾问项目上花了十一个月和一笔五位数的费用。他拿到了一本员工手册、一张组织图、一套能力框架,以及一叠政策模板。唯独没有拿到最初启动这一切的那个问题的答案:为什么营运部门的好员工不断离职,而他星期一该做什么。

That engagement was not a scam. Everything promised was delivered. The problem was upstream: nobody, on either side, had defined what a good outcome looked like before the work began. Choosing an HR consulting firm in Malaysia is difficult for a specific reason. The market is unlicensed, the vocabulary is shared, and the sales collateral is nearly identical from one firm to the next. Anyone can print "HR consultant" on a card. What follows is how we would evaluate a firm if we were the ones buying.在马来西亚挑选人力资源顾问公司之所以困难,有一个具体的原因:这个市场没有执业牌照,行业术语人人共用,各家的销售资料几乎如出一辙。任何人都可以在名片上印上"人力资源顾问"。以下,是如果换作我们是买方,我们会怎么评估一家公司。

First, decide which of the four things you are buying先弄清楚:你要买的是四样东西中的哪一样

Most mismatches happen here, before any firm is shortlisted. "HR consulting" in this market covers four different services with four different cost structures:大多数错配就发生在这一步,早在筛选顾问公司之前。在本地市场,"人力资源顾问"这个词涵盖四种不同的服务,各自有不同的成本结构:

Write down which one you want before the first meeting. If you cannot, that is useful information in itself, and a good consultant will help you work it out rather than sell you all four.在第一次会面之前,先写下你要的是哪一种。如果写不出来,这本身就是有价值的信息;而一位好的顾问会协助你厘清,而不是把四样一起卖给你。

Eight questions to ask before you sign签约前该问的八个问题

1. Who will actually do the work, and will I meet them today?一 · 实际做事的是谁?我今天见得到他吗?

The most common disappointment in this industry is the senior partner who wins the account and the junior associate who services it. Ask for the name, the years in practice, and the industries they have worked in. Then ask whether that person will be in the room when your case goes wrong.这个行业最常见的失望,是资深合伙人签下客户,初级顾问负责服务。请对方给出名字、执业年数、服务过的行业。然后再问一句:当你的案子出状况时,这个人会不会在场。

2. Have you argued a case, or only read about one?二 · 你打过案子,还是只读过案子?

Malaysian employment practice is decided in specific places: the show cause letter, the domestic inquiry, the mutual separation conversation, and ultimately the Industrial Court. A consultant who has sat through those has calibration that no reading provides. Ask for an example of a case they got wrong and what they changed afterwards. The answer tells you more than the case studies do.马来西亚的雇佣实务,是在几个具体的场合里定输赢的:要求解释信、内部调查、协议离职的那场谈话,以及最终的工业法庭。亲身经历过这些的顾问,拥有任何阅读都给不了的判断尺度。请对方举一个他们做错的案子,以及事后改变了什么。这个答案,比案例集告诉你的更多。

3. Is the scope written as outcomes or as activity?三 · 服务范围写的是成果,还是活动?

"Four site visits and two workshops" is activity. "A performance management process your line managers can run without us by March" is an outcome. Activity-based scopes are easier to sell and impossible to fail. Insist that at least one line in the proposal describes a state of the business, not a count of meetings."四次驻场、两场工作坊"是活动;"到三月,你的部门主管无需我们在场也能自行运作的绩效管理流程"才是成果。以活动计的范围比较好卖,也不可能失败。请坚持要求:建议书里至少要有一行,描述的是企业将处于什么状态,而不是开了几场会。

4. What happens at 6pm on a Friday?四 · 星期五傍晚六点,会发生什么?

Employee relations problems do not respect office hours. A suspension decision, a walkout, an allegation against a manager: these arrive at the worst possible moment and the cost of a wrong first move is high. Ask what the response commitment is, who answers, and whether it is written into the agreement or merely implied by a friendly sales meeting.员工关系问题不看办公时间。停职决定、集体罢工、针对主管的指控,往往在最糟糕的时刻找上门,而第一步走错的代价很高。请问清楚:回应承诺是什么、由谁接手、以及这些是白纸黑字写进合约,还是只在一场愉快的销售会议上口头带过。

5. Will my team be more capable in twelve months, or more dependent?五 · 十二个月后,我的团队会更有能力,还是更依赖?

There is an honest version of dependency: some work genuinely should stay outside. There is also a business model built on keeping the client unable to act alone. The test is simple. Ask what your HR executive will be able to do at the end of the engagement that they cannot do today, and how the firm intends to make that happen.依赖有诚实的一种:有些工作确实应该留在外部。也有一种商业模式,是靠让客户永远无法独立行动来维持的。检验方法很简单:请对方说明,项目结束时你的人力资源主管将会做到哪些今天做不到的事,以及这家公司打算如何促成这一点。

6. What do I own when this ends?六 · 结束时,哪些东西属于我?

Policies, job descriptions, salary data, investigation files, and the reasoning behind each decision should belong to you in editable form, not as locked PDFs on someone else's platform. Settle this in the agreement, not in the handover meeting.政策文件、职务说明、薪酬数据、调查档案,以及每项决定背后的推理,都应该以可编辑的形式归你所有,而不是锁在别人平台上的 PDF。这件事要在合约里谈定,而不是等到交接会议上。

7. How will you handle my employees' personal data?七 · 你们如何处理我员工的个人资料?

An HR engagement means handing over salaries, medical records, disciplinary history, and identity documents. Ask where that data will live, who inside the firm can see it, how long it is retained after the engagement ends, and what their obligations are under the Personal Data Protection Act. A firm that has never been asked this will show it.人力资源项目意味着交出薪资、病历、纪律记录与身份证件。请问清楚:这些资料存放在哪里、公司内部谁看得到、项目结束后保留多久,以及他们在《个人资料保护法令》下承担什么义务。一家从未被问过这个问题的公司,答起来会露馅。

8. Which part of this is claimable, and which is not?八 · 这当中哪些可以申领,哪些不行?

If your company pays the HRD Corp levy, training delivered by a registered training provider is generally claimable, subject to the scheme's conditions and prior approval. Consulting and advisory retainers generally are not. Some firms blur this line in a proposal. A straight answer here, including the part that costs you money, is a reasonable proxy for how the firm will behave later.如果贵公司缴纳人力资源发展局(HRD Corp)征费,由注册培训机构提供的培训通常可以申领,但须符合计划条件并事先获批;顾问与咨询服务的月费则通常不可申领。有些公司在建议书里会把这条界线写得模糊。在这一题上给你一个直白的答案,包括那些要你自掏腰包的部分,相当程度上预示了这家公司日后的行事方式。

Four answers that should end the conversation四种应当就此打住的回答

Scope the first engagement so you can judge it把第一个项目切小,让你判断得了

The most useful protection is not a longer contract. It is a smaller first one. Pick a single problem that is already costing you something visible, for example a disciplinary process nobody trusts, or an exit rate in one department, and buy ninety days of work against it. Agree in advance what will be different at the end. Then you are judging evidence rather than credentials, and if the fit is wrong you have learned it cheaply.最有效的保护不是把合约签得更长,而是把第一份合约签得更小。挑一个已经在造成可见损失的具体问题,例如一套没人信任的纪律流程,或某个部门的离职率,然后就这个问题买下九十天的工作。事先约定:结束时什么会变得不一样。这样,你判断的是证据而不是资历;万一不合适,你也用很低的代价知道了。

The firms worth keeping tend to reveal themselves in that first ninety days in a particular way. They ask harder questions than you expected, they tell you when something is not their problem to solve, and they are comfortable being measured.值得长期合作的公司,往往会在这九十天里以一种特定的方式显露出来:他们问的问题比你预期的更尖锐,他们会直说哪些事不该由他们来解决,而且他们不介意被衡量。
