The exit interview says it was about pay. The Glassdoor review says it was about culture. The resignation letter says it was "for personal reasons."
None of these are usually the real story. After a decade of working with Malaysian HR leaders, both placing them in companies and watching them leave, the pattern is remarkably consistent. The best HR managers don't leave for money. They leave because the role, as it has been defined in their current company, makes it impossible to do good work.
The four reasons the good ones actually go优秀者真正离开的四个原因
These are the reasons we hear repeatedly, when HR leaders are candid about why they resigned from their last role:
1. No voice at the table
Strategic decisions, headcount plans, organisational restructures, compensation benchmarks, get made in meetings HR isn't invited to. HR is then asked to implement the consequences. After two or three cycles of this, a capable HR manager concludes that the role is administrative, not strategic, and starts looking for a company that treats HR differently.
2. No budget
HR is asked to retain talent, but told there's no money for training. Asked to reduce attrition, but told compensation is frozen. Asked to build culture, but given no budget for events, surveys, or development programmes. The message, implicit but unmistakable, is that HR is expected to deliver outcomes without the resources to make them happen.
3. No authority to say no三 · 没有说"不"的权力
A line manager wants to terminate an employee whose domestic inquiry hasn't been properly conducted. HR flags the legal risk. The manager escalates to the CEO. The CEO overrides HR. This pattern, repeated, teaches HR that their professional judgement is optional, and creates legal exposure that HR will ultimately be blamed for when it materialises.
4. Seen as paper-pushers, not professionals
The subtle signal, in how meetings are structured, who speaks first, whose opinion is taken seriously, tells HR managers whether they are being treated as a business partner or an administrative function. The good ones read the signal correctly and eventually leave for somewhere that treats their work differently.
The retention fix isn't a raise
If the above diagnosis is right, offering a counter-offer when the good HR manager resigns is addressing the wrong variable. They didn't leave because of the money. They left because of the conditions. Giving them more money doesn't change the conditions.
The retention fix is structural:
- Put HR on the leadership team, not as a functional head, but as a voting member of the room where decisions are made让 HR 进入领导团队,不是挂名的职能主管,而是决策会议室里有投票权的一员
- Give HR a real budget, discretionary spending on training, engagement, and talent programmes, with HR owning the allocation给 HR 一笔真实的预算,用于培训、员工投入度与人才项目的自主开支,并由 HR 掌握分配权
- Back HR's professional judgement, when HR says a termination isn't defensible, don't override. Ask why. If the reasoning is wrong, debate it. If the reasoning is right, back it支持 HR 的专业判断,当 HR 说某次解雇站不住脚时,不要直接推翻。
- Invest in HR capability, the Executive Degree, the EMBA, the professional memberships. HR managers who are learning stay longer than HR managers who are stagnating投资 HR 的能力,执行学位、EMBA、专业会籍。
The leadership lens
Notice that all four fixes are things the CEO and the leadership team control, not things HR controls. That is the insight most boards miss when they see high HR turnover: the problem is upstream of HR.
"A company that cannot retain its HR leader is usually a company that does not yet understand what HR is for.""
If your best HR manager is about to leave, or already has, the useful question is not "how do we keep the next one?" It is "what did we stop asking of ourselves, that makes this role consistently hard to hold?"
